Most of the time, it's a politically correct term used to justify actions than don't otherwise have reasonable justification.

It's also fun to accuse Americans that they lack it, despite the fact that the US is the biggest contributor to the fight against world poverty and political injustice.

Perhaps its the same as 'collective consciousness' - the notion that all human minds are in some way connected at a subconscious level. An analogy would be a group of islands - each a separate entity, but connected below the medium which defines them as islands (the sea)

I would think it means awareness about and (active) interest in global issues that transcend formal boundaries, such as ecological issues, human rights, etc.
