Well, I've never heard of any certification processes, but I attend Scripps Institution of Oceanography, the top school of oceanography in the world, and the degree that is normally pursued is the Ph.D. Scripps accepts students with degrees in basic science or engineering: physics, chemistry, mathematics, biology, mechanical engineering and trains them in the ocean sciences. No undergraduate preparation in oceanography is required, or even encouraged.
