I am gluing polyester batting to white plastic trash bags. How long will it take for the glue to dry?

That would depend on how thick the glue was (you might want to squeegee the glue on with a credit card, etc., before pressing the pieces together so it won't be in blobs), and also how much air and heat it gets. Put the items in a warm and dry place, or in front of a fan, etc., to dry them quicker.
(btw, since your trash bags are plastic, not as much air will get to the glue from that side)

Generally white glues will dry in a few hours, but won't achieve their full strength for a day or so, and their full resistance to water for a week.

One trick is to use a glue from a glue gun along with the white glue to make the two pieces stick together immediately and hold them together while the white glue dries... don't put them on top of each other, just side by side. (And if you have only a *hi-temp* glue gun rather than the more common "low-temp" glue guns, let the glue cool a tad on the polyester before it touches the plastic bag just in case it should melt it.)

Do you mean Elmer's glue? If so, it won't work, because Elmer's glue is for wood and paper products. Try using a spray adhesive, a low temp glue gun or E6000 instead. Be sure to read and make sure it will glue plastic.
