You can get Paine's special dressphere in Chapter 1. Find Tromell in Macalania Woods and speak to him 4 times. Tromell will give it to you.
To enable "Break HP Limit" and "Break Damage Limit" you must get the Victor Primoris and Corpus Invictus. Victor Primoris is on a ledge just over the side of the northernmost cure of the Mi'ihen Highroad. To reach it, ride a chocobo to the spot and wait in the gap for a few seconds until the chocobo offers to go. First the chocobo will fly up to a different chest, but if you do it again, it will fly into the chasm to obtain the Victor Primoris. Corpus Invicitus is in one of the chests in the secret dungeon of the Thunder Plains. During Chapter 5, go to the Thunder Plains, defeat all the fiends attacking the towers, and an Al Bhed man will take you to the secret dungeon. After finding Cid, explore further and open the secret stone walls to uncover the chest.
