The key phrase is MENTAL math -- meaning they should be easy enough to figure out IN YOUR HEAD...
You need to think -- what times 3 equals negative 21? (What number when multiplied by 3 is -21...or what do you get when you divide 3 into negative 21?)
What times negative 12 equals negative 36? (or -- what do you get when you divide -12 into -36?)
Remembering that...
negative times negative equals positive
negative times positive equals negative

If 3x is -21, x is -7.
If -12 x = -36, 12x is 36, and x is 3.
