im from singapore, me n my Friends is going out on 31th oct 2007 but due to underage, we don have any places to go.. so ask if anyone know any underage parties of fun places to go?

Heck of a time to be asking, especially since, to the best of my knowledge, Singapore does not celebrate Halloween, a USA tradition.
Unfortunately, just like America, and most other parts of the world, "partying" palaces to not cater to the underaged. Try looking for a bowling alley, multiplex cinema, etc. It may not be the kind of fun you're looking for, but it will be safe for you and your friends. Of course, you should ask your parents before heading out!
Also, try the link, below, which I can't vouch for. Make sure to ask your parents before visiting it, and treat everyone on it with suspicion (as I do you!). ;)
BTW, you might have been better off putting this question in the "Entertainment and Music" or "Travel" sections.
