It means that he or she reacts with energy. It is an common expression that has not relation with the scientist meaning of the word personality.
What you see in others is behavior, what is behind of thoses behaviors is personality.
Personality is the dynamic organization of internal systems that causes the reactions toward external situations.

I completely agree with Allison: it completely depends on the girl. Some girls may hold charm above smarts, others the opposite. It all varies, really. Some girls might just mean their morals... Who knows? When a girl use the term "personality" when referring to guys, the meaning all really relies on their specific interpretation of the word. But as a broad definition, personality pretty much equals everything that the guy can control to some extent, with out, like, taking over the world or something :p.
