In California, If the work set for the employee does not take the full time that the worker is being paid for, can an employer deny a request to work part time?

Yes, employer can deny a request to work part time. If you were hired as a full time it means they need a full time employee for that position. It does not matter whether or not you can do the job in half the time. If they only needed a part-time employee for that position they would have looked for and hired a part-time employee instead of a full time employee.

Absolutely the employer can deny the request. The employer can set the hours and require the employee to be present, doesn't matter if there's not enough work.

Yeah...that's why he is the employer and you are the employee. It is up to the employer to set the hours not the employee. If you want to set your own hours become an employer!!

The employer does not have to grant that status. It is up to the employer to establish which positions hold which status and when that changes.
