Steinbeck always starts off his chapters with describing the setting and using it and the mood to influence the chapter. My assignment is to write a setting with 2-5 characters are involved in a conflict. The characters should fully develop and each should attempt to further influence the conflict. Any ideas?

Yes. Use your own brain to think of something. If you take the time to think about it and just get started it will come to you. You won't really get any good ideas by wasting time on YA.

Center it around the conflict in Iraq. Here's the premise: Pretend that Bush, as he truthfully has implied, will not get all of the troops out of Iraq during his presidency. You, a soldier, along with four other colleagues, decide, without going against orders that might create an dishonorable discharge for one or all involved, to create a way to accomplish what he won't/can't. How would you all do it?

Think about the people who are part of the situation.
The desscription of these peoples gives the posbilities for what to happen. And the desscription also creates the possibllities for surprice. The lazy man even might look for a job, the thieves might want to be hounest etc.

Steinbeck is big!!!

Pick out a conflict that has happened in your life involving a few people, then write about that. You can always add or subtract elements as well.
