Preferably something that doesn't use too many ingredients and doesn't have to be cooked, but all suggestions would be appreciated.

If you buy Plastic gloves, like cafeteria ladies wear, and fill the tips with candy corn, and the rest with popcorn, then tie the top with ribbon, and final touch is to put those little
plastic spider rings on the ring finger, they are so cute.
Always a big hit at my daughters functions!

Carrots and Peanut butter with Raisins
Kind of has the Halloween colors and is healthy!
You could also use Celery, bananas, or green grapes and peanut butter.

Red Fruit juice and get some gummy worms and have those on the bottom of the cup. (Maybe a bit messy for pre-school)

Ghost Cookies 12 servings 20 min 15 min prep 24 Nutter Butter sandwich cookies (Peanut formed, peanut butter cookies) 8 oz. white chocolate chips, melted a million/4 cup semisweet mini chocolate chips Dip cookies in white chocolate. place 2 mini chocolate chips for eyes. enable cool. those appear like little ghosts!

You could take candy sushi its fairly easy to make and my kids really like it all you need is stuff to make a sheet pan ( cookie sheet ) of rice crispies when they are made after they cool cut them into strips and then place green fruit roll up strips or i used fruit by the foot (its easier) on top the length of the crispie. Add bite size pieces of twizler and roll into sushi rolls. you may have to squeeze them a little to seal the ends.
I got this idea from rachel ray so you may be able to get it off her site idk it was last year. hope it works for ya .

Ghost pops. Get a bag of suckers like dum-dums or blowpops or tootsiepops, a box of kleenex, and a spool of ribbon, skein of yarn, or pipe cleaners. Place tissue over sucker and tie. Draw faces on them. Cheap, easy and not all too time consuming.

Everybody loves rice krispie treats and you can add orange food color to the marshmallows when you melt them and put candy corn in with the cereal.

All I remember is having to send in a treat for my son's class.. When I asked what he wanted, all he said was "god..just NO MORE cupcakes!" I guess that's all everybody sends in..
