For these reasons:
1. Are these hardend criminals who we must pay millions to get them off the streets?
2. Why to the euthanize chickens after a cockfighting ring gets busted? Aren't we trying to protect them?
3. Don't we have enough laws as it is?

I'm going to have to disagree with you there, and I'll explain why. There are serious flaws in each of your arguments.
That's the first time I've ever heard "we have too many laws as it is" as a reason to not pass a law. I understand that you disagree with laws banning the practice, but it's nasty and goes way beyond animal cruelty, and personally, I think it should be banned.
Furthermore, there are a lot of people who are not violent or a threat to anyone, yet they are in jail or prison because there are mandatory sentences for the crimes they were convicted of. There are many, many people who can legitimately say that they are not "hardened criminals" and that paying to keep them locked up is a waste of money.
And as to your second point, the law isn't in place to protect them from everything, just from being tortured and abused, which is what cockfighting really is. After they have been rescued, they are abandoned animals, and if the safest and most humane thing to do is to euthanize them, then that's what the state should do.
