Shouldn't be a problem. If your credit is very bad, they may place some restrictions on your account.

Yes, unless you've bounced checks and are in the system. If you owe money to banks for overdrafts or unpaid fess you need to pay those and get a statement from that bank saying they are paid. Even then with bounced checks a bank may refuse you a checking account for a set amount of time-- until your info falls off Checsystems. This is several years after you pay all fees up. In general with weak credit they may put restrictions on your account as you build credit and responsibility with them. For example you may have to start with a saving account. Or you may not be permitted a debit card until you prove you can balance your account with paper checks. If you live in the U.S. you do have to provide a S.S. number and photo I.D. to prove your identity due to the Patriot Act. Often banks will take a thumb print too when you first open an account.

It depends on 1) how bad your credit is and 2) the bank. Most banks and even some utilities now use a standard scoring system to open accounts. Most banks use two sources 1) credit checks and 2) returned check history through those companies that place check and credit card machines in retail outlets. Often it is easier to get an account with a credit union than a bank if credit is bad.

Yes you can. They do not ask for your social security # and does not run a credit check on you. Although if you owe lots of money, those companies will find you through your checking account....

As long as the people you owe aren't another bank that put you in the Chexsystem, you should be able open an account.
