P1 has position vector p1
P2 has position vector p2
v = p2 - p1
v = (6 + 5) i + (3 - 1) j
v = 11 i + 2 j

First get the vector starting from the origin.

V= P2-P1
=(6,3)-(-5,1)
=(11,2)

i is the part that is along the x axis and j is the part along the y axis
So
V= 11i + 2j
