A real costume that is "complete" is not cheap. With some imagination and bargain hunting you may be able to "create" something. Goodwill/Salvation Army/99 cent stores may have unique and cheap items. Even without a decided upon costume a visit to these places can give you ideas. My interest in belly dancing and taking the classes (and swap meet purchases) means I already have what I need for a costume. What are your interests and how can they be used as a costume may help you decide.

I made my own costume...I am going as a nerd/ sexy nerd. I got some of the high waisted pants that are in style, roll them up to create some high waters. an ugly plaid shirt (unbuttoned to show cleavage of course) with a pocket protector and pens. black rimmed glasses with tape in the middle. Hair in pigtails or a part and slicked down. I have some high heel Mary Jane shoes and I am adding some ugly socks to go with them.
That's my costume.

and a group of protesters wearing normal clothes with a big banner saying
'Nudists on Strike'

My friend and I are going to be elements: Rain and Cloud. I'm ging to be rain because I have dark hair. I'm going to straighten my hair super straight & spikey, and I'm going to wear a dark blue dress, black leggings, and carry an umbrella. I'm going to draw tears on the right side of my face and wear intense blue & black eyeliner.
My friend is going to wear a grey dress, curl her hair, and smear grey makeup under her eyes.

Dress in 100% black, make skin and hair black, carry around an iPod and dance wildly.
