Also, can I overclock it at 100% with ANY fan and not have it die?

100% no, not possible... with a FAN anyhow. Water cooling could keep a 100% OC'd chipset from frying perhaps. Then there's the newer liquid nitrogen cooling, which of course would work to keep a chipset cool if you OC'd it by a factor of 100 (if that were possible). Now, for your former question, 30% OC. A decent fan from Thermaltake should do the trick.

or directly to the fans...

Get the biggest fan/heatsink you can find. Forget about 100% cuz you probably wont be even to get it to 30%. Even a cool GPU has limits. To get to where you want to go you'll have to up the voltage to the card and theres no way to "make sure it doesn't die" because upping voltage to a video card too much is what fries it. I overclock everything and I suggest you be more realistic in what kind of overclock you can do with that card unless you want to buy a new one.

I would have to agree with zseven77, with using a liquid cooling system. The thing is you have to be very careful if you never done that type of setup.
But I wouldn’t recommend overclocking your graphics card at 100% that's asking for trouble.
I would also recommend having a heat sensor put in that way it’s easier to monitor temp levels.

overclocking always runs the risk of overheating. if you wish to overclock, don't use stock fans. use graphic card coolers that can be plugged in to a pci port or for extreme coolings, go with liquid cooling systems.

you can't just replace the fan you need to replace the heatsink also.

Get the Thermalright HR-03 and a fan , best one right now aside watercooling.

you would want to use a fan 30% bigger than the last one.
