He left behind a Bulova, not sure of it's age... (<30) My 8-yr daughter would like to wear it. Having gone to WalMart, and then a few places in the mall, none of which would touch the thing (battery-wise). Ended up at a local jeweler's repair shop to tell me that the watch needed a mercury battery that was out dated (out lawed) some time ago. Isn't there some cell that satisfies the watch's requirements? Somebody tell me the technicality of this. Does it have to do with voltage or polarity?

Take it to another jewler. If they too say that there is no battery that is the same size and specs. available, then the watch is a paper weight.

Batteries are charged to standard voltages. So it does not matter what mfr it is. Just as long as its the right physical size. Most likely it not the batterie's fault if the watch isnt working. It could be something else. Just like your uncle watches get tired as they get old.
