In fact, I would extend your observation beyond government officials and politicians.

Ever noticed how Filipinos in foreign lands are so law abiding, in general? How hardwrorking? And how relatively successful?

Filipinos are inherently good, persevering, and gifted. However, when they are in the Philippines, they see corruption, disorder, and indolence all around. As if these things are ingrained in the system. As a consequence, locals (generally) are corrupted by this system. People cross the streets anywhere, even where a peddstrian lane exists. Because you are seen as a "fool" if you do not know the quick way around things.

But in a place wher most if not all follow the rules, Filipinos are consciously doing what is right. And they feel good. And they are inspired to succeed.

Let's just put it this way... at least in the US, where there are numerous politicians with a Filipino background, the corruption is done in a way that's not so obvious. They cover up their sheatt and smile on. Kiss your baby when your looking, steal his lollipop when you're not.
In the Philippines, politicians would steal your tax-money and flip you the finger with a smile. Then they'd go to church every sunday... just like the mafia.

i find the pinoy that i meet here in the states are dramatically more well behaved then the natives on the island. i live in cebu city during the five months of winter here in the states.
