I live in zone 7, and both are perennials that make it through snow and freezing temps. I have two types of rosemary-officianalis and prostratis-they both make it.

There are 2 types of Rosemary. One is winter-hardy to -10 degrees F. The other type will die at first frost. Check the link below for a winter-hardy type.

Lavender also survives to 0 degrees F and is deer-resistant (if you have that problem).

Depends on where you live. At the building where I work here in San Diego, they trim the lavender plants down to about 1-foot stalks in December or January. And, they come back with a vengeance in spring. I also have a friend who has rosemary bushes all over his property. He doesn't do anything to them and they grow year-round.
