Wind attempts to flow from high pressure to low pressure, although it is deflected due to the rotation of the earth (Coriolis effect) in a synoptic scale.
A bike pump shows how wind is created. When you apply pressure to the pump by pushing the handle air (wind) flows from the pump to an area of lower pressure.
The high pressure systems created on the surface are created by subsiding air. The air has nowhere to go (just like the pump), so it is forced away from the high pressure system.

Uneven heating of the earth. Hot air rises, and Cold air sinks, when the air gets up in the atmosphere, it cools. Hot air is less dense than cold air, and being a fluid, it tends to move from areas of high concentration to low concentration over the easiest path. Plus there is the greenhouse effect, and I think the rotation of the earth plays a part.
