Contrary to the sophomoric responses you have received so far yours is an excellent question although you did not phrase it as well as you could have. So, here it is rephrased and then the answer will follow:

Why do cumulus clouds form on an otherwise bright and sunny day?

The answer is that the air near the earth heats up and rises into the sky. At the altitude were the moisture content of the rising air equals the dew point temperature clouds form. These are called fair weather cumulus clouds. They dissipate in the evening when the ground cools.

Perhaps Donald is asking why cumulus clouds do not form when the sky is clear. The answer is because cumulus clouds (and other clouds) depict where air from below has risen enough (and cooled enough) that the moisture in that air has condensed. If a parcel of air does not rise enough to reach the condensation level, a cloud will not form. Why did the air not reach the condensation level? Its ascent was likely stopped by a layer of relatively warm air higher up (known as a "cap" in the world of meteorology). In that case the rising parcel of air loses its bouyancy and stops rising, thus no cloud.

When the sky is clear and blue, the temperature and humidity are such that all moisture in the atmosphere is vaporized. Only when temperatures reduce and humidity increases do clouds form as the moisture condenses.
