What does it mean to push Fn-F2 when trying to enable my wireless notebooks radio?

I have a Dell laptop, and a Netgear router. I have unplugged my router and plugged it back in. The main computer still has internet but not the laptop. Could it be the router?

The row of keys to the right of the ESC key are the function keys, numbered F1 to F12.

The Fn key is elsewhere on your keyboard, hold it down then tap the F2 key. It's all in your Dell User Manual.
