Your engine needs both fuel and air mixed together in order to produce combustion. The air filter helps keep unwanted particles from entering the combustion chamber through the air intake that can cause unwanted emissions, inefficient combustion (low power return) or even damage to the engine. As the air filter becomes clogged, it becomes inefficient and needs to be changed.

Your air filter is almost as important as the oil and oil filter. A dirty air filter cuts down on air entering the combustion chamber thereby cutting down on power and fuel efficiency. No air filter installed would let plenty of air in but would also let dust and other impurities in the very close tolerances of the cylinder damaging it and the piston and rings.
Air filters are not that expensive even when you buy the pricey name brand ones. If you buy the cheapest ones at auto zone or wal mart, change them every other oil change. If you go to the NAPA auto parts stores and buy their brand, every third oil change would be often enough. That is assuming you live in a city somewhere. If you live in a dusty environment, a little more often. Do some searching online and see what you can find on filter quality. Look for micron, that is the size of particulates trapped, and capacity, that is how much dirt it can hold before it is stopped up and/or starts letting dirt go through.

A clogged air filter affects your car's performance on a number of levels. It robs your car of power, something you need every ounce of when you're navigating a freeway on-ramp. Perhaps more important is the effect a clogged air filter has on your gas mileage. It takes 10 minutes to change it and usually costs less than $20.

it cleans the air flowing into the engine.
Put a easier flowing filter on there - and you will notice the difference - more than just sounds too.
There are sensors in the air box that measure fuel air ratios.

keep junk from getting into the internals of the cars.

IF THE FILTER IS DIRTY UR ENGINE WONT GET AIR TO COOL IT (I'M NOT YELLING). You can check your filter anytime. If it looks dirty buy a new one, its not that expensive. If you drive on dirt road or just roads with debris, you will most likely change it more often.

It does not effect. It affects. It keeps airborne dirt out of the combustion air and prevents damage to the engine.
