I would define this as inappropriate touching instead of sexual harassment; these kids don't know sexual harassment from Adam.

Remember: In America, the woman comes first, then the children, and finally the men.

Ask yourself this question: If a little girl hugged a man, would it be sexual harassment? or would it constitute grounds for a child abuse investigation, since "she surely learned it from him"?
