In terms of time not miles. My VW Golf is low mileage, the tread is fine but the tyres are now 6 yrs old. I'm wondering if the rubber compound deteriorates after a certain amount of time making the tyres unsafe.

It's not so much time that degrades the rubber surfaces it's our atmosphere and mostly sunlight. If you see any minute surface cracks or weather checking on any of the rubber surfaces it's time to think about replacing the tyres. I'm curious, are you form Canada, Scotland, England or anywhere in Europe?
If you would like to check out a very good website concerning tire choices: tire rack.com is one of the very best. They do tire testing on every tire they sell and you can make a solid decision on which tire would best suit the weather and climate wherever you're located.

Tyres should be replaced after a maximum of five years having been fitted to the car, even if the tread depth is still OK.

A good up close inspection is all you can carry out.Although six years seems a long time.Rubber is almost 100% non biodegradable. It also depends on the road surfaces that you run on.
