What were the major roles of the Japanese Military attaches in Europe esp. in Axis and neutral countries?

How about the Japaneses ambassadors apart from their diplomatic duties.

The same as Military Attachés at any time. You will find many embassies even in friendly foreign countries keep such an officer on the staff. he can liaise with the military of the country in which the embassy is situate to the mutual benefit of both parties. He/she is no different (other than in discipline) to a cultural attaché or any other attaché. The Ambassador can't be expected to do everything.
