The same as Military Attachés at any time. You will find many embassies even in friendly foreign countries keep such an officer on the staff. he can liaise with the military of the country in which the embassy is situate to the mutual benefit of both parties. He/she is no different (other than in discipline) to a cultural attaché or any other attaché. The Ambassador can't be expected to do everything.
