First turn the number into a decimal. Then turn the number into a fraction by putting it over 10, 100, 1000, or whatever number is big enough to have enough zeroes for each place after the decimal.

Well 17.5% is 17.5 lots out of 100. Hence the perCENTage. Cent meaning 100. So 17.5/100 would be the fraction and 1 55/100 would be the other fraction. Thats also a mixed number by the way.

Place whatever your percentage is over 100 and factor it down to its simplest form.
So say you had a percentage of 75%
75/100 = 15/20 = 3/4
56% = 56/100 = 28/50 = 14/25

"Percent" means, literally translated, "out of 100."
So any percentage is just some number out of 100.
54% = 54/100
2% = 2/100
33% = 33/100
