I guarentee you they would. That's human philosophy. People are moral and abide by the rules only because they know of the consequences when they get caught. People will do bad things if they know they won't get caught. It's the basis of all law and religion. Its called positive punishment (positive as in adding something (like jail time or a fanny beating); not positive as in "good"; its the opposite of negative punishment, which is when something is taken away as a punishment (no TV, being fined money, etc)). As for religion, we are taught that God is all-seeing, all-knowing. You can't get away with your sins because he'll know no matter what, so it keeps people in line.
If people could cover up the fact that they are doing illegal drugs, I guarentee you more people who do it. Because, "who would know?" and they could get away with it.
Even Santa Clause works off of the theory that we are good because we know we'll get caught. "he knows when you've been bad or good.... etc"

Maybe. We're human; so, we will bypass anything to save a couple of bucks, I guess. That said, using illegal drugs, how positive are you that you know what you're buying. For what I know, using illegal drugs can be very deadly. In other words, no drug, prescribed or not, effects the body.
I hope you're not one of those who buy illegal drugs in the black market. I prefer to see you stay alive and in good health.

Depends on the drug and whether the effects are as undeniable as you say.
