Don't try to fix everyone's mood--you're not God. If you do try, he'll probably start expecting you to be his bad mood fix all the time. And trust, you do not want to be in such a position. In regards to your first question, I'm sure you've heard that honesty is the best policy!

Level with him. Tell him that you've noticed his moods, and would like to help him.
If nothing else, it should help the two of you define what kind of a relationship you want to have...just friends, or something more.

One of the hardest things in the world is when someone loves you and you can't return it, for whatever reason. Usually, the best answer is to pull away from that person, because it is torture for him/her to be around someone that will never return his/her feelings. Hard to recover from that one.

If he is moody could mean he likes you more then just being friends.
