My mom said something like it determins how long the winter will be, like they do when a groundhog sees his shadow in the spring. She was talking about the wolly bears stripes are sometimes longer in one color than the next stripes color.

It means that the wooly bear has more of one color than another - that's it. You can say it means anything you want - longer winters, shorter days, more trouble for Paris Hilton, whatever. Doesn't mean that it does, though.
