im concerned that she may not be going about it the right way or she may be ripped off anyone have any advice?

Assuming she speaks the language, is of the 'correct' Religion (for where the Business is sited) and has a reasonable understanding of the customs and laws of the country and has personal connections (family or a good friend operating in the property/legal arena) in the region that she can trust, then I would guess she knows what she is doing ..
On the other hand, perhaps she has no idea what she is getting into ...
