Katrina attracted a world-wide response - and it covered four States and displaced a far greater number of people.
The infrastructure is intact in the burnt areas. The local authorities are intact. It makes a difference.

It has nothing to do with race. However, California is the biggest state, and has the most electoral votes. Bigger states make bigger waves in the federal government than smaller ones.
Also, the effect Katrina had on Louisiana was a once-in-a-lifetime event that we will (hopefully) not see again in our lifetimes. Nobody was prepared for the storm or the aftermath.
California, on the other hand, deals with wildfires each year, although this is definitely the worst ever. So the officials there have a lot more plans to choose from, the firefighters more or less know what to do, etc.

They're definitely getting faster, more efficient relief than was available in LA. Whether that is due to heightened awareness and accountability as a result of the New Orleans debacle or is due to class and/or race, we'll never know.
What I can say with a certainty is that in New Orleans there were no live bands, 24 hour news broadcasts on flat screens, personal tents for familes and dog and pony shows for the children. That's a little easier to classify.

look at the area and services not affected by the fire. help was available from the local area. new orleans was under water with a storm moving inland. help had to come from the direction the storm was moving and the state and local government responded very badly in new orleans. the people in new orleans did not leave when they new the storm was coming and had time to leave. they left all public transportation buses,and school buses to be under water when they could have evacuated people and saved the taxpayer the cost of replacement. check the deed transfers in new orleans area, this has probably been the greatest land grab after opening up the west.

Yes, the question is why. I think there are two things coming into play:
1. Learning from the katrina mistakes
2. Lack of the confusion that apparently reigned over New Orleans (there are spiritual reasons for that, which you probably aren't allowed to talk about in your class) in So. Cal.
