There are many reasons why it was made illegal to begin with, most due to racism ( drug of choice among blacks and Hispanics), and business pressures on government (hemp was competing with the business monopolies of Hearst and DuPont, among others, outlawing marijuana removed hemp from the market.), But the main reason it's still illegal today is because there aren't enough politicians around with the stones to suggest otherwise.

Because in 1937 (year 8 of the great depression) Harry Anslinger stopped hemp from re-emerging on the textile market. Whereas Hemp produces 4 times more cellulose per acre than trees, is a better fiber than cotton and makes cordage comparable to nylon, he was protecting the southern hold on fiber production, DuPont's newly created nylon rope, his own investment in timberland and turned casual smokers into easy, non-violent collars for his Narcotics bureau. In short, it was all about protecting people that were making money that could have been threatened by Hemp's success and creating a way to make name for himself.
