Is Ronald McDonald black?

The original Ronald McDonald was created by Willard Scott (yes the weatherman with the birthday wishes for 100 year old folks) After a dispute with McDonald's he quit and took the original costume (which he created and owned) with him!
There have been many actors who have played the part since then, especially in the store appearances. I am sure that they have used different race actors at different times and locations!

I think he is white with bright red hair and big red shoes.

what difference does it make? besides that, this is the Dining Out section, not mascots, spokespersons, advertising, etc.
