It depends on what kind of rocks you are looking for.

If you want gravel, you can go to a local sand and gravel supplier. For very small quantities you can get them at a plant nursery or home center.

For larger rocks like mini-boulders or boulders, you can go to a landscape contractor or stone supplier.

If you are just looking for something to throw at a glass house, then I would just stop by the side of the road and pick up a few.

I find them on old country gravel roads on the sides of the highway. Those are the free ones. Otherwise if I need a lot I go to the quarry and buy them.

You might also try new subdivisions. They often times will let you take them from unsold lots. That is where I got all of mine.
