I'm with the civil service, so no. But I've an architect friend who wears them to work. I think those in the arty industries do too - advertising, graphics design, film making, music and dance, etc

I wouldn't - no way! But there are ladies here who wear both leather skirts and pants. In Fact, the GUY who sits next to me has worn leather pants before too. I just think its inappropriate for the office regardless if you are a guy or a girl.

No - it would not have been viewed as professional attire in any office I've worked in.
However, I could imagine working environments where leather pants or a skirt would be perfectly acceptable...depending on what was worn with them, of course. A close friend works for a large advertising agency in Chicago - I've visited her office and can completely imagine people in her office wearing that.

A leather skirt I would if the top was appropriate. But leather pants... to my job...no way.
