First, you did not mention the year, make, or model of the vehicle, or even if it has power steering or not, which could make a HUGE difference in diagnosing the alleged problem.

Second, regardless of the above, you shouldn't turn the steering wheel when the vehicle is not moving, if you can avoid it, because it puts undue strain on whatever steering mechanism you happen to have.

Third, unusual "clicks" could be attributable to anything: a loose cancelling cam (the device that turns off your turn signal), or loose wire, plastic or metal, or something rubbing against the wheel itself (i.e., poorly wrapped steering wheel cover; rubber bands caught between the steering wheel and the turn signal or power shift; etc).

As a presumably new user to this website, please heed the following advice: You need to be more explicit in your questions, much less ask an actual question! (e.g., is the noise new? when did it start? where is the noise coming from? inside the car? under the hood? by the firewall? what recent repairs were made prior to the noise starting, if any? etc, etc, etc). If not, then you won't get adequate answers (unlike this great one, of course!). ;)
