The purpose of the surge was to gain control of Baghdad so the Iraqi political process could gain momentum. Baghdad is not controlled, political process is still stagnate. I'd say the surge has had some very limited, and regional success simply because of the mass of troops we have saturated areas with. Overall I think most of our own generals would agree that the surge has not been a 'success' in the terms that were defined prior.
