The relationship is a little complicated, but each of them is the great great grandchild of Queen Victoria. The rule of thumb is that you count the "greats" (including "grand") and that is the cousin relationship. Hence they are 3rd cousins.
Someone else has suggested that they are 2nd cousins once removed. That is false since they would have to be descended from Edward Vll, whereas Philip is descended from Edwards sister. Also the "remove" would mean that they are a generation apart, clearly nonsense.

Queen Victoria had nine children and they married into other royal houses and as such the Queen is closely related to most of the Royal Houses of Europe.

The Queen is descended from Queen Victoria's eldest son (and second child) who became King Edward VII.

Prince Philip is descended from Princess Alice, Queen Victoria's Second Daughter (and third child).

That is why Prince Philip is in the line of succession, but because he is descended from a daughter of Queen Victoria is far down the line of succesion.

They are generally referred to as second cousins as they are both great great grandchildren of Queen Victoria. Prince Philip is also related to the late Queen Alexandra - her brother was Prince Philip's grandfather. Interestingly, Princess Alexandra of Kent is both first cousin to Her Majesty The Queen and also first cousin to Prince Philip. Princess Alexandra's father, the late Duke of Kent was The Queen's Uncle and her mother, Princess Marina was Aunt to Prince Philip.

They are third cousins;the link is Queen Alexandra,wife of Edward VII, and Princess Alice of Battenberg(which is now the more anglicized name of Mountbatten). The Battenberg/Mountbattens are linked to the Windsors through Queen Victoria).Princess Alice, Philip's mother, was born at Windsor Castle.
