I doubt it, there will be plenty of illegals crossing the border to fill the need.

No, the government won't get involved in the rebuilding process except to issue low interest loans to those affected.

Construction workers will come here from all over for jobs.

It is called "the army" They do emergency stuff. The rest will be done by local contractors. There is money to be made.
