Just received a new scooter, but need to fit the front wheel. Instuction manual translated from chinese so no good.

As Will T said. Plus make sure you put a cotter pin though the nut on the Axel. If you don't know what I'm talking about just look at several motorcycles. If you don't do this the nut will back off and the Axel will come out resulting in the forks digging into the ground and you will flip.

So no good? You've been reading that manual too much.
Is it a Chinese scooter? It's a bit tricky the first time. You may need an extra pair of hands. If you're a bit handy, you can do it yourself. The axle bolt usually slides through the hub from one side. There is usually two spacers (small cylinder) that fit on either side of the hub. You make sure the speedometer assembly is in place, slide the bold through one side of the fork, then through one of the spacers, then through the hub, then through the other spacer, then through the other side of the front fork. You may have to remove the brake caliper, install the wheel and then put the caliper on later. Also check to make sure all the other bolts are tightened.

Take a picture of the front forks, wheel, front brake assembly and parts.
Then post a link so we can view the pictures.

Without knowing the brand all I can say is this:

Mine are not cheap crappy 400.00 scooters.

And all mine have a 2 piece rim - simply remove the rim bolt.
Remove the 6 bolts that hold the rim together - fit the tire and tube.
and re-install

Take it to a scooter shop and have them put it on.
