the bikes need to be secure inside as well as outside we need a system where all the young people have there own way of accessing their bike inside so maybe all can have a key to get inside but then each person oly to be able to remove their own bike

Well you have given some details left out in your first attempt. Obviously as many locks as students with bikes, and perhaps that many keys for loks on any doorways, BUT...

Someone of authority should be monitoring the coming and going of any student with access. To allow everyone free access to the structure itself; might suggest that every bike in the shed is subject to scavanging; by anyone. IE: I have two keys. One to get into the shed; and another to unlock my own bike. "Ah Gads My bike has a flat tire...GRRR. Ah that one next to mine has the same hardware and configuration as mine. I bet they won't mind if I BORROW their wheel."

That's not a judgement of anyone; just a possibility to consider.

BTW: I'd suggest never using combination locks. They are easy to remember...and forget. Obviously a Key lock can have issues as well with losing a key; but the lock would be easier to access; and again; I suggest some level of monitoring access. Example: A manufacturing plant will often have a steward; responsible for TOOLS. One must sign a tool out, and sign it back in. The person who signs it out is most responsible for the care of the tool, and returning it; but the steward is responsible for the eventual security of that tool.
Certainly all the peripherals that accompany a system like that; might be beyond your capability or desire; but this isn't a bunch of family members you give refuge too. It is likely people you may never see again?
In years of traveling; I have one final example...abstract or not. Consider a DORM type situation. My bed pillow is hard; it smells; and I can't sleep. One of my Dorm mates has a better pillow. They happen to be asleep very soundly. I'll just switch my pillow with theirs (GENTLY); never waking them.

Well buy a shed and then put a pole from one wall of the shed to the other approximately one and a half metres, or whatever height you prefer of the ground then you can hang them, however if you choose to keep the front wheel seperate if they are clip on wheels, then that would actually make hanging them easy. Further two little rings on each wall and you can pass a chain through them and keep them locked. Put the wheels wherever you want... but then you can also store under the bikes right, helmets etc...

check out the link below. all I did was google "bike sheds" you could get someone else to build it. Also check with your local authority/county council. They are trying to encourage people onto bikes and have been putting up shelters. This time of year people have money in budgets to spend before the end of financial year. They might do it for you. :)

I would just have bar that people could lock their bikes to. Maybe you could find an old bike rack, or have someone make one for you. I'm sure if you bought the stock, a metal shop teacher could have his students do a little "extra credit" project. A tarp and tin roof over it, and your set. Make sure you bolt it in to concrete.
