681 is the correct answer, but San Marino was founded in 301, and is held by many historians to be the oldest country not only in Europe, but the world. Certainly it has the oldest written constitution still in effect, dating from 1600.
This microstate was founded by Marinus, a christian stonemason trying to escape the persecution of the Roman emperor Diocletian, and is entirely landlocked by Italy.
