Michigan has signs stating "when workers present" is it the same in Ohio

Reduced Speed Limits in Construction Zones in Ohio are always in effect. Even without workers present there is a higher danger of a crash with the narrowed lanes, orange barrels, pattern changes, etc.

Fines are doubles in construction zones too, FYI.

I suppose if you were ticketed when no workers were present, you could appear in court and argue the ticket on a technicality, if there were no workers present. But if there are signs posted and it's obviously a construction zone, the lowered speed limits probably still apply.

For most states, it is all the time. In fact, I am surprised that there is any state that indicates "when workers present" as you have no way of knowing there are workers present until you see them - and then it may be too late (which is why these laws were enacted in the first place.)

The general rule is to follow the speed limit unless an exception (such as the one in Michigan) is posted.

Definately yes!!! Workers may be present even if you don't initially see them. Driving at a reduced speed will allow you to see them quicker and make it safer for them.

4511.98 Signs As To Increased Penalties In Construction Zones

The director of transportation, board of county commissioners, or board of township trustees shall cause signs to be erected advising motorists that increased penalties apply for certain traffic violations occurring on streets or highways in a construction zone. The increased penalties shall be effective only when signs are erected in accordance with the guidelines and design specifications established by the director under section 5501.27 of the Revised Code, and when a violation occurs during hours of actual work within the construction zone.
