I think a fire is more predictable than a hurricane, due to wind you get an idea of where it will spread and how fast. I also think the financial standing of those affected has something to do with it. It was the poor that got left behind in New Orleans, those that did not have the means to leave. I believe people in Cal. are probably better off financially and had more options available.
Well I feel bad saying it but here goes: Rich white people vs. poor blacks - go figure!
Sorry but that I think it does play a part.

first it could be learning from past mistakes. Another reason maybe that S.Cal, have the means, financial, cars, etc. to get a way. A fire is more gradual, and you can see it coming towards you. Once a hurrican estarts you pretty much have to ride it out.

Because the people in New Orleans didnt think the hurricane would wipe them out and decided to stay and tuff it out. it turned out worse than they thought.

Maybe because California is the fourth largest economy in the world?
Maybe because the majority of people living there are extremely wealthy whites rather than desolate poor blacks?
Maybe because the real estate there is worth billions of dollars?
Maybe because their maids helped them pack?
Who knows?....

#1 - that area of California is full of rich people so they had the resources to get out and to find somewhere to stay.
#2 - people will hang out for a storm to "weather it out", but nobody is stupid enough to "weather out" a fire!!
Edit: To Desiree above me, over 1,000,000 people were evacuated in CA at one point, so the numbers in CA were much larger....

Maybe because the people in California are more self reliant. Maybe they weren't sitting around waiting for the government to come bail them out.

I think it is just a matter of learning from past mistakes and assuring that it doesn't happen again. Governors and Mayors are more prepared.
