The answer to that is very very simple.
China has a labor force of over 800 million
They have an unemployment and more important, an underemployment problem.
Because of that, wages and the cost of living will stay low for decades.
As far as your question, when. Warren Buffet about 5 years ago said it would happen by 2050. A year or so ago he scaled that down to 2025. Personally I think it will happen by 2020. Others seem to think the same as Buffet, such as Bill Gates.
In addition:
They have a very stable society and government.
Foreign companies are not afraid to invest there.
China learns by its successes and mistakes.
China is a very old and wise country.
China has an over abundance of brain power
China is very innovative.
China is not afraid to go outside of their country for answers to questions and problems they have.
China is very careful not to let foreign investment take over like they allowed to happen two centuries ago.
China plans for the future through five year and one year plans that are changable.
China's government is slowly morphing into a federal democratic republic, much like the USA but at their own pace.
China realizes that to limit people in government only to one party is counter productive and in recent years is encouraging people outside the party to become involved in government and even run for office.
China is much of what we want her to be and little of what we think she is.
I know, I live here as an ex pat from the USA.

Why in the world would China want to bankrupt the USA and Europe is beyond me. That would be like shooting themselves in the head. One does not destroy viable markets to make a point. (what that point is I don't know -- but some seem not to be thinking it through that a downtrodden USA and Europe breeds discontent and eventually conflict)
We're all in this world together, why can't we act that way?

How in the world can anyone say China lacks the resources? China has untapped natural resources that would probably boggle the mind. It was only 6 years ago they became an oil importer. They have an abundance of brain power. How can anyone say, "lack of resources"? China is slightly larger then the USA and can people say the USA lacks resources? Some area's, yes, some area's no. Same as in China. That is why there is world wide trade, to make up for those shortfalls and sell what is in abundance.

I think maybe the question is when will the Chinese become more powerful in world decision making than the United States.
1. Military Spending at our level
2. Infastructure
3. Enviornmental Laws
4. Currency Appreciation
5. Stand of living for the majority of its citizens at our level.
This will take about 20 years of concentrated effort. They are already building massive power plants and citys.
This country has embraced capitalism in an amazing way. It's only a matter of time before communism is replaced in this country.

All Countries should demand China float its currency and let the ebb and flow of economics decide. I understand there currency is at least 40% under value. If Chinese goods were 40% dearer we would be less inclined to buy Chinese made goods. And then maybe the west could snatch back some of its manufacturing base. Buy goods that made in country where you live. Make it here or jobs disappear...

I dont think they will because all there people live in poverty. They might become the worlds dominant power in a few years but where buying everything so we get the wealth and there country says poor. China is a bit stupid.

When it stops being careless with diseases and general manufacturing. Oh, and people's lives.

The reason there are "Chinatowns" all over the U.S. is because Chinese ex-pats fare better in the U.S. than they do in China. Americans and American "ex-pats" fare better in China than the Chinese do. Why is that? Because the Chinese government panders to whomever will further its goals. Unfortunately, in the human rights department, they are severely lacking.
How do I know this? Well, here in America, I have many friends who used to be citizens in China, but who are now naturalized American citizens... and a couple of them are working on their citizenship here.

Whenever they want. They have devalued their currency. When the time is right they will drop the dollar, re-value their currency and bankrupt the US and Europe in one felt swoop. You can thank the global corporations, international banks, and US and European governments for this.
