First prime your eye area with a little foundation, then your powder (or a light dusting of a neutral eyeshadow). This helps hold the liner in place.

Do not line the inner rims of your eyes (can cause eye infections, reactions, or harm to the eye itself). Line the upper lash line first. Go slow... and light. Don't pull on your eye lid since the skin is sensitive.

Then if you want more drama, line under your lower lash line as well.
If you want a smoky look, smudge the liner out a bit with a short brush or Q-tip. Then top with a dust of dark gray or black (like Milani's shadow in Storm) eyeshadow. This shadow will "lock" the liner down and keep you from having it wander around your eye area.

I hope this helps!

It can happen due to the oils on your skin acting almost as a conduit for the pencil, which is also greasy, to "glide" down during the day. You also may be unknowingly touching and smearing the pencil throughout the day.

A nice alternative is to use eye shadow to line instead. It doesn't smear nearly as badly (and if it does smear, isn't nearly as dark) and wears better. Coming from a gal who is always touching her face/eyes (itchy, contacts bothering, etc.), I couldn't wear anything that smeared a lot.

You have to get one that has enough pigment so it is dark enough to make the dramatic line a pencil can. I used to use the MAC eye shadows, which are fairly spendy ($12.50 one color per package), but recently discovered the L'oreal HIP colors work really well too (they are also a little spendier because of the good pigments in them, but cheaper than MAC, by about 1/2 and come with two colors per package).

You can get MAC at department stores such as Macy's and Nordstroms, and you can get HIP just about anywhere L'oreal is sold (Target, Walmart, Walgreen's, etc.).

Don't put under your eyes. Just rim the inside of your lid. Put a sharpened pencil on the inside rim of your lid, close your eyes and move the pencil from the outer corner to the inner corner.
No panda eyes, but you'll need to re-apply during the day!

I think it has to do with the quality of the product. I think my eye liner pencil is Estee Lauder. I put the lines on top (right above my eyelashes) and below (right below the lower lash) The liner will stay in place and won't move. Don't use the cheapy stuff...I borrowed my friends once and it was just awful. Once you use good quality make-up you will never want to go back to the cheap stuff :)

use maybelline unstoppable eyeliner, its smudgeproof and keeps on all day so you wont get panda eyes. if you dont have a good eyeliner then get that one , otherwise take your eyeliner and a makeup wipe with you and apply some more throughout the day and wipe just below your eye to get any old eyeliner off, but i strongly recommend you use maybellines eyeliner.

Pencil eyeliner is usually ussed for a smoky look or smudged look. Makesure it says waterproof, it's less likely to run. But it does wash off without scrubbing your face off. Rimmel London works the best.

Use the Automatic Long Lasting Eyeliner from Bee-Luscious Cosmetics. It will never do that. Just Google Bee-Luscious.

I know exactly what you mean..
Choose a pencil which is harder to apply.
Like it doesnt go on as easily or whatever.
Because if its easy to put on- its easy to wipe off (or all over your eyes)
=)

hold down the skin under your eyes and apply along the rim,
then blend, dont just go drawing away without holding your eye, or it will be thick
