Depends on the glue, but the surface chemistry of the glue and the hardening agent are both involved. Yes if the hardening agent is air then the glue will not stiffen and form the bond, but the material of the glue bottle is typically such that the glue will not bond to the wals of it due to surface chemistry.

in 2 part epoxy, which is a glue with a separate hardener, the air has little to do with the process.

Because it needs air to dry,,,,,that's why I make sure I tighten the top to keep air out.
