If someone is bullying you, I wouldn't get physical. You could end up getting the stuffing kicked out of you!
If this is in school, talk to a teacher or your guidance counselor and tell them you are being bullied. There are other ways to settle conflicts without fighting.

Usually that means to find a weakness and prey on it-- not physically, but mentally. Bullies tend to be real cowards and lack self confidence, so if you stand up to this person and shut them down verbally, you will humiliate them and hopefully they will leave you alone.
If that's not right, then ask your mom what she meant.
