Unfortunately, the way it works out in the real world is the country end up having problems inporting or exporting...if any at all. Which the militants will snatch up all the resources they can, the public suffers lacks in food and other resources, people end up suffering ......then sometimes the US Government feels sorry for the people ....then they start a program like they did in Iraq (oil for food program) which now we know went mostly to the militia we were trying to defeat.
War is usually an ugly affair. true, sanctions can vary from small to large, but for the most part its the people that suffer.
I personally can't understand why our Government actually thinks this works when there's so many examples of it not.
Especially in Iran since 70% of the people are against their own Government. We need to make inroads with the people and encourage them to overthrow their own Government. Hard sanctions might turn them against us.

It seems like a step towards war with Iran. I think that will have a big impact on them, but it will on the U.S. too and Iraq.

It will have little effect. It is more symbolic; instead of targeting the entire country, the administration chose to target Islamofascist and terrorist-supporting entities.
