just curious I'm not in the us...

The book is The United States of America the one we all wrote a long time ago when things were making sense what with the weather and all by George and Tom and Ben and them.

So the book's been changed or something..sounds like it's been changed....

This is part of the 18th Amendment to the United States Constitution.
These exact words later appeared in the Eighth Amendment to the United States Constitution (1787). The British Slavery Amelioration Act of 1798 also used the term, forbidding slave owners from using "Cruel and unusual punishment" on slaves in the British Caribbean colonies.

Yes, the Justice department just changed the definition of "cruel and unusual", at the behest of Vice President Cheney..

Cruel punishment was only applicable to barbarians in the olden days and must be considered as taboo in these modern days.
